KERA is a voluntary scientific association of researchers conducting research in the field of education development. The Association is a non-profit organization, founded in 2013, concerned with promotion of research of all types on educational topics in Kazakhstan conducted by Kazakhstani educational researchers and dissemination of the results of educational research (both national and international) to appropriate constituencies.

KERA’s governance is performed by the Executive Council, consisting of the officers of the Association (the President, the President Elect, the Immediate Past President, the Treasurer, and the Secretary, all elected by a vote of the membership at the Association’s annual conference) and three at-large, elected Executive Board members.

There are four categories of membership in the Association: Founding Member, Regular Member, Student Member and Practitioner Member.
